CRTD.A is seeking to recruit expert consultants within the framework of its Organizational and Programme Review initiative.
The main objectives of this Organization and Programme Review are to strengthen and consolidate CRTD.A’s institutional capacity; programme capacity as well as knowledge production, dissemination and communication capacity.

1) Administration and human resources consultant

The Admin/HR will primarily undertake a review of the current CRTD.A organizational structure with focus on Administration and Human Resources.

This will involve an assessment of the current institution’s structures and systems; organigramme, internal communication; personnel and recruitment; performance reviews; internal structures; job descriptions; etc…

The outputs to be produced by the consultant will include:
• Critical assessment of existing operations structures and systems
• Detailed scenarios for change and review
• Updated organigramme including updated terms of reference for each of the organizational structures (board, advisors, staff, interns, etc…)
• Developing a HR resources policy and an ensuing CRTD.A Employee Handbook
• Developing an operations manual

2) ICT4SD and Knowledge consultant

CRTD.A IT infrastructure and knowledge dissemination mechanisms have been recently assessed and reviewed. As a result, an assessment report was produced including an action plan detailing suggestions to be put in place for improving and overhauling CRTD.A’s ICT4SD and Knowledge systems.

The ICT4SD consultant is requested to:

1) Review the pre-said report and its recommendations
2) Develop an attendant implementation plan
3) Oversee the execution of the implementation plan

The outputs to be produced by the consultant will include:
• A fully operational and functional technical platform
• Developing a fully operational and revised internal and external communication strategy
• Developing a fully operational and revised knowledge dissemination strategy and plan
• Developing a fully operational and revised appropriate technical platform for knowledge dissemination

3) Financial management and planning consultant

The financial management and planning consultant will review existing financial systems and procedures including budgeting and budget monitoring as well as financial management.

This will involve an assessment of organization’s finance and budgeting policies and practices taking into consideration legal and auditing requirements as well as donor compliance.

The outputs to be produced by the consultant will include:
• Proposed financial management budgeting policies and practices handbook that is specific to CRTD.A
• Detailed planning, monitoring and evaluation systems
• Fundraising and Resources Mobilization policy and strategy

Terms of the consultancies
The consultancy is expected to extend over a 2 to 3 months period starting in August 2009
This period is expected to include the following:
1) Review of existing systems and procedures
2) Draft report by first week of September 2009
3) Finalizing reports and guidelines: October 2009

Desired skills
• University degree in subject mater of consultancy and as applied in the development and rights sectors
• Demonstrable experience in working on related programmes
• Strong command of and excellent writing skills in English
• Arabic and French are a plus
• At least 5 years of experience in similar contexts
• Demonstrable commitment to gender equality and social justice
